In Wano, a Navy Admiral arrives, confronting samurai defending their homeland, while tensions rise as powerful allies gather with differing motives. At Marine Headquarters, political and strategic discussions reveal the growing influence of revolutionary forces, all underscored by shifting loyalties and impending clashes.
The Red Hair Pirates approach the borders of the Land of Wano. Meanwhile, as Ryokugyu approaches the Flower Capital, the Akazaya Nine (save for Kin'emon and Kiku) and Shinobu detect his presence and confront him, deciding not to tell the Straw Hats as they're still recovering. Declaring his beliefs that the Celestial Dragons are true god, Ryokugyu uses his Logia-type Woods-Woods Fruit powers to transform into a wooden golem, repelling all the samurai's attacks. He then states that since the Land of Wano isn't affiliated with the World Government he can slaughter as many of its citizens as he wants until he gets Luffy, claiming "discrimination creates solace" before Yamato arrives to aid the samurai. Back with the Red Hair Pirates, everyone except Yasopp, who is afraid to face Usopp, wants to see Luffy again after so long. Shanks remembers his experiences with Luffy, having stolen the Gum-Gum Fruit from a CP9 ship only for it to be eaten by Luffy. Shanks decides not to meet Luffy in the Land of Wano, instead deciding to deal with Bartolomeo, who burned a Red Hair Pirates jolly roger on Shanks' territory and replaced it with that of the Straw Hat Pirates. In Marine Headquarters, Sakazuki holds a meeting with Kizaru and Criminal Investigative Service director Kurouma regarding the Revolutionary Army's invasion of Mariejois, which led to Sabo apparently assassinating of Nefertari Cobra, the disappearance of Vivi, and the freeing of Bartholomew Kuma from slavery. Saint Charlos was also victim of a failed assassination attempt from an unknown assailant, whose escape was aided by Mjosgard, whose actions are currently deliberating by the World Nobles. With the successful attack on the World Government, Sabo gained worldwide support among rebels for his rebellion efforts, now dubbed the "Flame Emperor". Kizaru also pointed out that Luffy's new status an emperor has greatly increased the influence of his brother Sabo. Back in Wano, Momonosuke in his dragon form arrives to his retainer's aid. He tries but fails to breath fire before being overwhelmed by the Admiral and ensnared in his wooden vines. Yamato tries to help but Momonosuke demands she stay out of the fight. At the end of the meeting, Sakazuki laments about the era in which he lived in, but vows to destroy all opposition to the World Government. Meanwhile, Shanks decides to go after the One Piece.
