Jimbei appears and extinguishes the flames using Fish-Man Karate before coming to Raizo's aid. When Jimbei refuses to let him return to battle, Raizo asks him for a favor. Meanwhile, the lead CP0 agent is ambushed by Drake before he could advance to the rooftop, being impaled by Drake's sword. However, the agent retaliates, striking down Drake with a single Finger Pistol. He then proceeds to follow his order, proceeding to the rooftop. In the Flower Capital the citizens prepare to send up the lanterns. On the rooftop, Luffy continues to hit Kaido with his barrage of direction-changing punches, with the Emperor questioning how rubber is capable of such a thing. Kaido, revealing he has advance Observation Haki, transforms into his dragon form and avoids Luffy's attacks before retaliating. He swallows Luffy before spiting him out in the air, and striking him with a Blast Breath, sending him crashing through Onigashima. Luffy manages to escape the flames by transforming into his Bounceman form. Knowing he doesn't have much time left in Fourth Gear, Luffy flies back up to the roof the Skull Dome's roof. He yells to Kaido that the people of Wano will continue to starve and go thirsty as long as he remains just as he prepares King Kong Gun infused with advance Conqueror's Haki (Gum-Gim Over Kong Gun). As for Kaido, he tells Luffy that while it is his business who he teams up with, he personally considers the people of Wano weak and used to defeat, citing the samurai as "losers" who would willingly die for the sake of "honor". Luffy retorts that the samurai are strong, but Kaido rejects this notion as he prepares another Blast Breath, but Luffy fires his attack first causing Kaidou to misfire in his mouth and crash to the ground. Luffy charges at him again but Kaido quickly gets back up and in his bulky Human-Beast Form, hits Luffy with Thunder Bellow Bagua, causing Luffy to crash. Luffy manages to maintain Fourth Gear as he and Kaido decide to settle it with the next attack. Both charge at each other once again with Gum-Gum Over Kong Gun and Thunder Bellow Bagua, but the lead CP0 agent arrives and grabs Luffy's arm to hold him back. Though Kaido sees the agent too, he is unable to stop himself from striking Luffy while the agent steps back, causing Kaido to flashback to when Oden was distracted by Kurozumi Higurashi during their fight, as a look of horror is shown in his eyes.
